A project is posted twice by the same client

Hi Guys,

I wanted to clarify an issue. Can a client post twice the same project. The project requirements are same but the posting dated are different. Can this be a SCAM? Is the client trying to gather informations from different freelancers and then not hiring?

I have come across such a project and what action can be taken.
