Can I buy connects using escrow balance (online)?

If you're referring to the escrow balance on individual contracts funded by clients, then that's not possible. I believe you are referring to your Upwork account balance, which is definitely something you can use. Please note, that if you have sufficient funds on your Upwork balance, the charge will be applied to it.
