Can't submit proposals at all

Hi there,

I am currently unable to submit any proposals - the [SUBMIT A PROPOSAL] tab is greyed out. I do remember seeing a "call to verify" notice just a few days ago on the homepage feed but can't find it and do it anymore. I'm not sure if these issues are connected.

I have tried to do the ID verification but it shows that I've already done the process (though it was done a year back). So i'm not entirely sure how to proceed. Hope this is posted in the right place.
