Confusing "Take the Upwork Readiness Test" message

When I log in, I get the "Take the Upwork Readiness Test" message. Why do I still receive it, if I have already taken the test 3 times?

Just to confirm that this is a general message sent to freelancers who are close to receiving the Rising Talent badge. You can click on the (X) so that the message is not shown to you the next time you log in. 

Once qualified you will receive an email confirmation, the badge will be awarded on your profile in up to 48 hours. Thank you.
