Having a search section for your state

Why can't I find an effecient way to inquire on jobs in my state? Most of these companies specify that they want a local worker. If that's the case, shouldn't there be a way to section that off? When you click on a job it has the state location in red if you don't fit the parameters. It would save a lot of time having the visible upfront.

Are you referring to a notification like this below? Take note that if you see a message like this, you should still be able to apply for the job, but it only states that you do not meet the client's requirements. 

The client's preferred qualifications are also listed at the bottom of the job post, as shown in this screen grab:
