How can I ask questions to Client before offering my services?

Hey Guys

I'm seeing a lot of WooCommerce shopping cart projects that are posted and the clients seem to be a little clueless when they say they want to pay $1200 Flat rate but don't include the number of products that will be in the shopping cart.As an example a local wine distributor web site. Additionally, they'll need WooCommerce attributes, and also connected to Brand and Importer field taxonomies, which are created in WordPress with Advanced Custom Fields.

That said, a wine distributor can have 1000's of bottle of wine and will have new inventory on a regular basis. On top of this the client doesn't seem to be the wine distributor and sounds like a middleman. 

How can I ask questions like how many bottles of wine in the shopping cart before I waste my connects and get the number of products for his project. I may very well reject the project as it could be way under priced for this job and don't want to waste myproposal Connects.
