I never had a project. Is it safe to submit a proposal for unverified payment?

Sometime it's safe and sometime it's not. You have to understand that from About the client section while viewing a job post. But I ignor this type (unverified payment method) of clients most of the time.

If the client wants to hire you after the interview, please ask them to:

1. Verify their payment method on Upwork

2. Assign you a funded milestone before you begin work if it is a fixed price project OR track time through the Upwork app for an hourly project.
