I'm getting an error message while submitting a work proposal, kindly help.

To submit a proposal, update your address.

I have updated my address.  Still the error comes.

I checked this for you and you still haven't provided your location information under your Accounts menu > Settings > "My Info", where you also may add to your account a photo of yourself! Also, please select your membership plan by going to your Accounts menu > Settings > Memberships & Connects in order to be able to start bidding on projects.
