Inactive Paypal

I've been experiencing a problem with my billing method. I can't seem to link my card nor my Paypal account to Upwork. If I link my card, a pop-up text just tells me to refresh the page. My Paypal gets linked but I am unable to use it as my billing method because Upwork says that it is inactive despite it being a fresh account and fully verified.
