So I have (or I guess had) and active candidacy and was contacted by someone and did a interview question thing, but now it is showing "This job has been removed from Upwork, so we are no longer able to retrieve your proposal.".
What happened? did the person take the proposal down or job shut down by him or the site itself?

It sounds like the team took down the job post because it may have violated the Upwork Terms of Service. When this happens, the job is no longer accessible in the Upwork marketplace, and we will not be able to retrieve the proposal you have sent for that job. I can look into this further if you'd like.

Under active proposal its showing"This job has been removed from Upwork, so we are no longer able to retrieve your proposal." If the client wants to contact me through telegram then what should I do?

I would like to let you know that sharing contact information before a contract has started is against Upwork's Terms of Service and that all communications prior to the contract starting must take place on Upwork. We also encourage you to let us know if a TOS violation has happened by using the Flag as Inappropriate option throughout the platform. You can learn more about user reporting here.
