If you are a new freelancer and did Not apply for this job, then most likely it's a scam. Scammers target new freelancers because they know they don't take the time to find out what to look out for, what scams there are here, and the procedures of using Upwork.

You can’t be that new, as your profile would never have been approved these days and it has not been possible to set an hourly rate as low as yours in years...
