I am new a new freelancer on Upwork,  I applied for a job which instructed me to send a message to the client on Telegram and she was asking me to pay a security fee deposit in order to get the job. Is that how it works?

No this is not the way it works. This is a scam. Stop communicating with this client and report him.

Communicating outside of Upwork is a violation of their policies.

Before taking any job, it is important for you to learn about the rules. Will save you many problems.
