Services fee still on 10% although the total earnings exceed $1000 under the same client

Based on the freelance service fee, showed that for earning more that $1000 under the same client, the service fee will be reduced from 10% to 5%, but upwork still charged me 10%, would like to ask how can I fix this issues? Thank you for the advices

Hello Foo,

 

Freelancers are charged a sliding fee based on their lifetime billings with each non-Enterprise client. This includes all contracts you’ve ever had with that client. Service fees are the same whether the contracts are hourly or fixed-price. Freelancers fees start from 20% for the first $0-$500 earnings and reduced to 10% for $500.01-$10000 earnings. This is further reduced to 5% from $10000.01 and above. You can refer to this link for more information on Freelancer Service Fees.
