Unable to submit proposal

With reference to complaint  #23762727 on Jan 2, I am still unable to submit a proposal for work on either google chrome, google chrome incognito or mozilla firefox. I have followed upwork support's  previous instructions to clear caches/ cookies both through my browsers and by following this link:https://Upwork.com/clearcookies (https://upwork.com/clearcookies) . I am using windows xp OS. I am attaching screenshots of the problem.

In chrome, the information box for "how long will this project take" appears blank. This is appearing for both fixed price and hourly projects.

In mozilla firefox, while the previous problem does not occur, when I click on the "submit proposal" box, a pop-up window describing "3 things you need to know" including escrow etc. appears. However, there is no box for me to check "I agree" in order to proceed further. This only happens for the fixed price projects.

Please advise me on how to proceed, as I have been unable to submit a proposal for the last two weeks. I have sent two follow up messages  to which I have not got a reply.
