There are 4 million active freelancers on Upwork competing for 100,000s of Jobs, therefore most freelancers will receive few Jobs unless they have in-demand skills that Clients need.

Most freelancers are in the same situation and it will only continue to get worse if the freelancers don't have in-demand skills.

Ok , u r right but It is very difficult to build or prove skills if there is no scope to start working as a freelancer!
