Which clients should I apply? <20 Proposals? >50% hire rates? ask for less pay?

Is there a limit to how many proposals a client may receive on a single job?  I can only find proposals sent to client upto 50+; the clients I am applying are not seeing my application and hiring others. Does this mean they never check my profile if there are no reviews or if you are new? I am new so I haven't made money and have no reviews yet? Should I try asking very low pay so I make money and get few good reviews before asking for fair pay. 

I am just new on upwork so this maybe naive question but if someone can help I might get a job by chaning my strategy.
