Why are there no places to apply for any job?

Every time I find a job that sounds like it's my alley there are no places to directly apply?

I go here and I don't see anything that says "Apply for job" or "Submit Resume" 

Like I have yet to find an actual job that allows this. I'm also new to Upwork so any information will be appreciated.

You should see a big green 'Apply now' button on the right-hand side of the screen (or at the bottom of the post in the app I think) Have you set up a profile?
