Withdrawn offer but my balance is zero.

Hi, I'm new to upwork. I offered a contract to a freelancer but withdrew it because I haven't heard back and wanted to hire another freelancer. 

Now my balance is zero and I can't hire the other freelancer for the project. 

How long does it take for the money to show up in my balance or be refunded to my credit card?
