I needed someone to help me with shopify website and i didnt know how to hire him i thought that i deposit 30 $ as a part of 60 $ agreed and i didnt see that he send me a hire request so how can i fix this or can upwork transfer this balance to his request.

I can see that you have sent the freelancer an offer, and you have deposited money for the first milestone. I would like to clarify that this hasn't been paid to the freelancer yet, and this money is currently in escrow. Here is more information on escrow for fixed-price jobs. This help article here share more information about releasing payment to the freelancer, and releasing less than/more than the full amount of the money in escrow.
