my brother and I got the same skills. can we create our separate Upwork profiles using the same IP address but different laptops?

Yes. Multiple Upwork users may use the same IP address.

Upwork is not the "IP Address Police."

Upwork uses IP addresses as part of back-end algorithms to detect people who are cheating the system. But if one is not violating any Upwork ToS, then one has nothing to worry about.
