About VAT number in lithuania

Greetings, I'm quite new here on UpWork and I have a problem for account completion I don't know what is a VAT number of Lithuania as a freelancer and how do i get it, but i know one thing I do not have to pay any fees if in 12 calender months I do not reach over 45k eur (but I'm not sure if this 45k eur goes to both bussines and freelancing). So please help me. 🙂
