I am having the exact same issue after multiple attempts using multiple payment methods. I have no outstanding balance and all payments have gone through from my bank.
"We found a problem with your primary billing method and to put it on hold. Update it now." and "Financial transactions for Stephen Ross (99137981) have been limited. Please check your email for additional information or contact customer support."
