Can I get Top Rated Badge in less than 12 months of activity?

Hello everybody, 

I need to know how fast can I get the Top Rated Badge on UpWork? 

Based on my research, I found that there are two main requirements: 1000 dollars of earning, and maintaining Raising Talent Badge for 16 weeks. 

With a 100% complete profile, 100% success rare, and 1000 dollars earnings, is it possible to have Top Rated Badge within 20 weeks of total activity?
