I want to send an offer and the amount i wanted to pay has deducted from my card but there's error!
the fixed price ammount has deducted but it says this error " Sorry, we couldn't charge the billing method you selected "
and the chat bot is so cunfusing can i get an agent assistance !!?

Just make sure you logged in to your Upwork account then visit the link that Nikola provided and it will take you directly to your support ticket page.
You may also access your support ticket by going to your "My Requests" page.
