Cannot raise support ticket

Tried submitting a ticket here https://support.upwork.com/hc/en-us/requests/new but the form disappears after the page loads. Tried it on Firefox, Chrome and Edge with the same result.

I attempted to make the first milestone payment and engage someone on a project today. The funds have been taken from my account but the payment was marked as failed.
