Canot create freelancer account

I have a client account, but I am NOT a client, I am a freelancer ONLY. But when I try to follow instructions to add an account and choose freelancer, it says "This page is for freelancers only."

I do not want a cleint account, I want NO client account, I want only ONE freelancer account.
