Client wants something completely different to what was agreed

I am new to Upwork and got my first contract. 

 

Initially the client kept asking for trials. I read on the forums that it was against Upwork TOS so I said no and I cannot do work without a contract. The client then sent me a contract which was for 1000 word blog and article writing, he then messaged me to ask me to create a landing page. 

 

I advised him that I have never done a landing page however I am happy to do content for a landing page at an additional cost. 

 

Did I do the right thing? Is the client out of line?

Yes you did the right thing as you mentioned its against Upwork's TOS to do any work before a contract is signed.  Also it sounds like they are trying to get you to do free work: https://support.upwork.com/hc/en-us/articles/211067668-Staying-Safe-on-Upwork
