Error 403 when Setting up a Consultation

I am a Freelancer and am logged in to a my Freelancer profile on UpWork. When editing my profile, I want to create a consultation, so I click the "Set Up a Consultation" link, and am presented with an error. I have tried using different devices and browsers but still receive this error.
