Georgia is not recognized as part of Europe?

Hi, my location is in Tbilisi, Georgia yet when I try to submit requests to clients who require Europe as a location, I get a message that I do not qualify. I have tried:

• Clearing cookies
• Writing test address, saving, reloading and writing correct address
• Writing it slowly so that manual address option would show up (it did not)

None of these worked. So does that mean that Georgia is not recognised as part of Europe on Upwork?
