How, do I get a response from an upwork independant contractor to respond to me

In June of 2023 I hired a freelancer and paid her in full. She has not produce the product and ignores my communication with her. Please let me know what I can do to get reimbursed or compensated for my LOSS?

I have called UPwork but no one responds. Please give me a phone number or a email, link or something for me to recover these losses.
