How do I access the Help Desk? When I click on the Help Desk, I get a message that I don't have access to it

We are having the same issue with our Client Account. We need help paying a hiree, but we can't. And we can't get help for our payment issue or with the help page.
This is the error message we get when trying to access the help page:
