I can't submit TIN

Upwork has been threatening to prevent me from withdrawing my earnings if I don't submit Tax information, which includes  TIN (Tax Identification Number), problem is I don't have such a thing, and it apparently doesn't even exist in the backward **bleep**hole I live in (Venezuela) as you can see here . What can I do? I hope upwork just doesn't eventually steal my money and give it to nasty US authorities.

Thank you for reaching out to us. We certainly understand how alarming this is for you. However, the Tax Identification Number is what your country uses for collecting your tax information and may have a different name, such as PAN in India, for example. This information is required to fully complete the W-8BEN or W-8BEN-E form.

Some countries may use a National ID number. You may be able to find information about your country’s TIN here. If you have questions about your number, you will need to consult a tax advisor in your country or contact your local tax authority.
