I want to know why my payment method keeps getting declined

Hello, I need to pay a bill of $54.4 on my account. I've set up paypal payment and it's verified. Each time the deduction is confirmed, your platform will refund the payment. I want to know what is the reason? Is my setting wrong? I don't use paypal much, please tell me! Thanks
