My account cannot use the available Connects

As you guys can see I want to apply and I have 10 connects for 4 connects but it wont let me to apply 
Is this account error?

  1. Why am I unable to apply for a job that requires 7 connects when I have 10 connects available? Upwork is asking me to buy more connects.

I cannot submit a proposal. There is a button "buy connects to apply" but I have enough connects to submit a proposal.
