No option to submit a ticket with UpWork

I followed all steps shared here https://support.upwork.com/hc/en-us/articles/360008783494-How-do-I-reach-Upwork-Support- or https://community.upwork.com/t5/Clients/How-do-I-submit-support-ticket/m-p/913108 or any forum, there is no option to submit a rquest which I find really annoying.

creating a ticket.
