Not able to submit a proposal

Hi all- I am not able to submit a proposal because it's telling me I have not entered anything into the "preferred rate of increase" section. There is nothing clickable and no box in order to enter a value for that category. I am able to click the submit button all the way down at the bottom but I then get an error message.
