Paying for Agency Plus, Paypal isn't verified

Hey guys, 
I'm trying to signup to Agency Plus.
My paypal account is already linked to my personal upwork profile and has been used for withdrawing funds in the past.

Now when I try to connect to my agency for paying for the agency plus subscription it says the paypal account isn't verified.

Hi Nauman,

 If you haven't already you will need to verify your PayPal account before you can use it as a billing method. Please check out this page from Paypal for more information on how you can verify your account, or contact PayPal support for assistance.

Hey Luiggi, thank you for your response.
Adding my bank didn't resolve the issue but after verifying the card, it worked.
