Paypal not verified error

Hi,

I have paypal working account for years. It's working for all my payments other than upwork.  I tried to add as new billing method but it's showing error saying my paypal account is not verified.  I logged into my paypal and didn't see any error or issue there. Let me know how to proceed further.
