Some private areas on the site not work

Hello!

I am a Top Rated Plus freelancer and need to change some of my account settings.

But, I am facing some problems with it:
1/ I don't have the "Profile Settings" section with the settings loaded and displayed https://www.upwork.com/freelancers/settings/profile
(see screenshot #1)
2/ when I try to contact the support team, the button to call the chat is inactive.
(see screenshot #2)

I tried it on several browsers, but the result is the same.
The working browser is Google Chrome's latest version.
