This number is being used by another account_Account Creation

Need help with following message - "This number is being used by another account" during account creation . 

I had an old account which was never active , currently that account is closed. While creating new account, I get this message. 

Please Advice !

You'll have to get that old account reactivated. Once you have an account. open or closed, you can never create another one.
