[URGENT] Extended Offer But Freelancer Unable to Accept

I have extended an offer to a freelancer, but they are unable to accept due to the following error: The client account is on a temporary hold. Once the issue is resolved, you can accept their offer."

 

I don’t see any error message from the client's view. Does anyone have any idea what might be happening?
