What does "specific job criteria" means?

Hi!

I know Boosted Proposals are available to freelancers meeting specific job criteria, but what does this mean exactly because I can never see the option to boost my proposal when submitting even for jobs I'm definetely eligible. Even for jobs where I match all client requirements for freelancers of when the client doesn't have any requirements. Even for entry level jobs.

Why is that? Could someone please have a look on my profile and let me know if something is wrong with it?
