Why upwork deduct 20% of fees for now?

Hy,

I have a query. From now Upwork service fee will be 10%. This week I started the project on an hourly rate 17$/h but why Upwork will deduct 20% of the service fee and said I will be paid 13.6$/h after the fee deduction. Kindly look into this matter.
