Withholding Tax

Hi

I am Thameem, an Indian Nationality and Resident of Dubai, UAE .

My location is set to United arab Emirates in Upworks profile .

I am not liable to pay tax in India as I am an Non-resident Indian and 

Also I am not liable to pay Tax or possible to register for VAT  in UAE for the amount involved in my transation . Approx 60000 AED/Year .  Please note that in UAE you can register for VAT only for transactions above 187500 AED yearly .

But upworks asks to add the VAT ID number and  continue to withholding 5% as tax  on all transations .

So How to recover this withhod Tax after the end of the financial year .

Please advise .
