inactive missing button

I have applied for a job on my phone, but there is no submit button, and the resend connects is inactive.  I have tried to apply from my computer, but there is no apply button.  This job was posted on the listings sent out, not the general job feed.  I also could not find this job on the general job feed. I know no one has been hired.  Since Upwork has chosen to eliminate a real person to help you, I may miss out on jobs that fit my skills.
