How do I report this freelancer?

I'm currently in dispute to get refund with this freelancer because he was  cheating the time. Besides that, he manipulated me by saying he would charge free for the project if I modify the feedback. I stoped the contract and requested refund without asking to provide further service. He declined refund.

 I gave him 3 starts. I'm not sure i can change feedback but I want to report him for lying and trying to cheat the feedback system.

I really am sorry to hear that you had a disappointing experience while using Upwork.

In my opinion:

Refund thinking hurts clients.

Your experience is a good example of that.

You will be better off if you decide now that you will never ask for a refund. Instead: hire freelancers thoughtfully and proactively review their work as they submit it. If any freelancer doesn't provide you with great value, then quickly end their contract and stop paying them money.
