Fixed-price contracts and hourly contracts are completely separate contract models.
Fixed-price contracts are not based on an hourly rate.
A freelancer can set his hourly rate to whatever he wants it to be.
A freelancer can negotiate a fixed-price contract fee with a client, and the two can agree to whatever they want the fee to be.
Upwork does not set fixed-price contract fees (except to establish a minimum $5.00) for each.
And Upwork does not set hourly rates (except to establish a minimum of $3/hour).

Step 1: End the hourly contract
Step 2: Create a fixed rate contract according to what you agreed with the freelancer.
Outcome: Problem solved.
