Don't send the work to the client.
If the contract is on hold, then it means there is a problem with the client's payment method.
Do NOT contact the client. The client has already been notified about this.
If the client contacts you, then tell the client:
"Thank you for your note. The contract is currently on hold and Upwork has asked me to not do anything. When the hold is lifted, I will be able to send the files."
If the contract stays on hold, there is no way for you to get paid. So no matter what the client says to you, repeat that same message. When Upwork tells you that the contract is not on hold, then you can use the green "Submit Work and Request Payment" button.
You should understand that it is NOT NORMAL for a contract to be placed on hold. Regard this client with skepticism.

Then there is not much you can do now, other than wait.
There is nothing YOU can do to remove a hold on a client's contract.
