I received an offer 3 days ago and when I try to "accept the offer" it throws an error: "We encountered an unexpected issue with this offer. Please ask the customer to withdraw their offer and create a new offer, or contact technical support."
I finished the project but I can't approve it.

You should never work on a project until you have accepted an offer. At least make sure not to send the work to the client. He will be under no obligation to pay if you do not have a contract.
