Setting up a 1-on-1 virtual consultation

On upwork, while Setting up a 1-on-1 virtual consultation, When I click on the button "Create a Consultation" on my proposal screen, I get error "Sorry, we can't let you in",

Can some one please advise, how can I create, 1-on-1 virtual consultation
